Electrical Safety
An RCD is a safety device that monitors electrical current flowing within a circuit from the meter box or distribution board. It works on the principle that the electricity current flowing in must be equal to the current flowing out of the circuit.
If the RCD detects an imbalance in the electrical current, indicating a leakage to earth, e.g. current flows through someone’s body to earth, the RCD immediately cuts the electricity supply to prevent electrocution.
RCDs are extremely sensitive, disconnecting within 10 to 50 milliseconds of detecting a leakage current. This is usually set at 30 milliamps for homes but may be less in other situations, such as hospitals.
Yes, halogen downlights are extremely dangerous, and present a huge fire risk. They run at roughly 300 degrees celcius, and if they are not adequately ventilated, and protected from coming in contact with combustible materials they can easily start a fire. All halogen downlights should be fitted with a heat guard, and should be clear of insulation and building materials.
The best fix for halogen downlights, is to replace them with LED downlights.
When buying/selling or renting a property, there needs to be a minimum of 2 RCDs protecting all light and power circuits.
There also needs to be Hard Wired Smoke Alarms installed within the last 10 years. Depending on the layout of the house, you may need one, two, or even three Smoke Alarms.
Information from the Department of Fire & Emergency Services regarding smoke alarms can be found at: https://www.dfes.wa.gov.au/safetyinformation/fire/fireinthehome/Pages/smokealarms.aspx
